The basilica is also seen as a double monument: political and cultural, as a national penance for the defeat of France in the Franco-Prussian war of 1870 and for the socialist Paris Commune of 1871 (crowning its most rebellious area) and the embodiment of a conservative moral order, publicly dedicated to the Sacred Heart of Jesus. which was an increasingly popular worship. The basilica was designed by Paul Abadi. Construction began in 1875 and was completed in 1914. The basilica was consecrated after the end of the First World War in 1919. The construction costs, estimated at 7 million French francs and fully funded by private donations, were expended even before any overhead visible structure appeared.

The temporary chapel was consecrated on March 3, 1876, and donations from pilgrims quickly became the basis of funding. The National Assembly has announced that the state is primarily responsible for funding.
